Samantha's Bio

Samantha Guinn joined Cornerstone in July 2023 as a principal in the firm’s Oklahoma City office.

She joins the firm and will continue serving as the president and executive director of the Institute for Responsible Alcohol Policy. Before joining Cornerstone, Guinn served as deputy attorney general, chief of policy in the Office of the Oklahoma Attorney General, managing the policy unit and working directly with the Oklahoma legislature. Upon Governor Stitt’s election in 2018, she served as both his policy director, as well as the deputy secretary of state, where she led the development and implementation of the Governor’s legislative and policy initiatives. In addition to her executive branch experience, Samantha served the State Senate President Pro Tempore as senior policy advisor and legal counsel, as well as legislative assistant to the Oklahoma House of Representatives.

In addition to government service, Guinn’s experience includes representation of private sector companies’ interests at the state capitol. She served as senior vice president of government affairs, strategy and policy for Healthcare Highways, as well as executive director of sales, marketing and government affairs for GlobalHealth, both Oklahoma based Healthcare companies.

Samantha received her bachelor’s degree in agricultural communications from Oklahoma State University and her Juris Doctor from Oklahoma City University School of Law.
