Courtney's BioCourtney serves as a senior associate supporting Cornerstone’s health team. She provides public health and health care issue monitoring, facilitates legislative advocacy and outreach, and conducts policy research and analysis.
Courtney joined the Washington, D.C. office in February 2021. Previously, she served as the director of congressional liaison at the Department of Health and Human Services (HHS). In this role, Courtney served as the chief point of contact for the Secretary and Deputy Secretary’s outreach and engagement with members of Congress. She played an integral role in the successful preparation of multiple HHS senior officials for more than ten congressional hearings and numerous congressional briefings on a broad range of topics. Courtney also managed the Congressional Liaison Office, which was responsible for over $50 billion in agency grant award notifications. She actively engaged on the Centers for Medicare & Medicaid Services (CMS) mandatory health and health reform portfolios and served as division lead on the implementation and oversight of the Provider Relief Fund (PRF).
Prior to her time at HHS, Courtney gained valuable policy and procedural experience as a bicameral legislative staff member. As legislative aide to Sen. Bob Corker (R-TN), she advised on domestic health policy. She also worked as legislative correspondent for Rep. Doug LaMalfa (R-CA), and staff assistant for Rep. Renee Ellmers (R-NC).
Courtney is a North Carolina native and alumna of Appalachian State University, where she received a B.S. and Master’s in Political Science.
