Courtney's Bio
Courtney joined the Washington, D.C. office in February 2021 with bicameral legislative and Administration-level experience. She began her tenure on Capitol Hill working for former-Rep. Renee Ellmers (R-NC), after which she served as legislative correspondent for Rep. Doug LaMalfa (R-CA). She later worked as legislative aide for former-Sen. Bob Corker (R-TN), advising on domestic health issues.Following her time on Capitol Hill, she served as the director of congressional liaison at the Department of Health and Human Services (HHS). In this role, Courtney was the primary point of contact for the Secretary and Deputy Secretary’s outreach and engagement with members of Congress across all issue areas of the Department. Within her direct portfolio, she assisted in the oversight and management of mandatory health and health reform issues within the Centers for Medicare and Medicaid Services (CMS). She served as division lead on all Congressional strategy and outreach on the $175 billion Provider Relief Fund included in COVID-19 legislation. This included leading and managing weekly bicameral briefings with members of Congress and contributing to internal distribution strategies for current and future disbursements.
As the HHS director of congressional liaison, Courtney also played an integral role in the successful preparation of multiple HHS senior officials for more than ten congressional hearings and numerous congressional briefings on a broad range of topics, including the President’s annual budget, the agency’s COVID-19 and Ebola responses and efforts to address prescription drug prices. Additionally, Courtney facilitated and contributed to Administration and Department-wide clearance of documents, including congressional questions for the record (QFRs), reports-to-congress and legislative technical assistance. As manager of the Congressional Liaison Office, she oversaw the successful distribution of over $50 billion in agency grants, award notifications, congressional correspondence and casework inquiries.
Courtney is a North Carolina native and alumna of Appalachian State University, where she received a B.S. and Master’s in political science.
