David's Bio

David Planning joined Cornerstone’s federal government relations team as a Principal in April 2024. David brings with him significant experience in both the legislative and executive branches, where he has served as Special Assistant to the President for Legislative Affairs, Staff Director for the House Committee on Small Business, Deputy Director of Coalitions and Member Services for the House Committee on Financial Services, Floor Assistant for then Majority Whip Steve Scalise (R-LA), Special Assistant to then Chief Deputy Whip Patrick McHenry (R-NC) and most recently as Floor Director for House Majority Whip Tom Emmer (R-MN).

Prior to joining Cornerstone, David managed a team that worked closely with the Speaker, Majority Leader and members and staff across the House GOP Conference to enact critical legislation in one of the narrowest House majorities in U.S. history. He worked closely with and provided strategic advice to senior bipartisan and bicameral leadership staff, committee staff and senior personal office staff on all legislation to ensure its passage in the House, including key bills like FY24 appropriations, the National Defense Authorization Act, the Emergency National Security Supplemental Appropriations Act and the Fiscal Responsibility Act, among others.

In his role as Staff Director for the House Committee on Small Business, he led a team of policy and communications professionals on matters related to access to capital, taxation, entrepreneurship development, federal contracting and rural access.

During his tenure in the Trump Administration, David was a Principal Liaison between the White House and Congress, including House Leadership, the Republican Study Committee and the Committees on Financial Services, Energy & Commerce, Ways & Means, Judiciary, Agriculture and Science, Space & Technology. His key bipartisan achievements while working at the White House include the United States-Mexico-Canada Agreement (USMCA), multiple COVID relief packages and the reauthorization of the Export-Import Bank.

David received his bachelor’s degree in business administration from the Ohio State University. He and his wife, Dana, live on Capitol Hill.
