House Appropriations Committee Staff Director Robin Juliano Joins Cornerstone Government Affairs

Cornerstone Government Affairs announced today that Robin Juliano, former Clerk and Staff Director to the House of Representatives Committee on Appropriations, will be joining its federal government relations team. Juliano brings to the firm extensive appropriations experience as well as strong relationships within the Administration and both chambers of Congress.

Juliano, since 2021 has served as principal advisor to Rep. Rosa DeLauro (D-CT), the top Democrat on the Appropriations Committee and full committee Chair in the 117th Congress. In that role, she advised on all aspects of committee business, including policy, legislation, communications and outreach strategies. Additionally, she managed annual appropriations bills for the 12 subcommittees, totaling $1.7 trillion and reaching every corner of the federal government. Juliano also led numerous spending bills providing assistance to communities recovering from natural disasters and support for Ukraine, and acted as the lead staff negotiator for the House Democratic Caucus with the Senate and Biden Administration, making recommendations and advising House Democratic leadership and staff, including the Speaker and Majority Leader.

Juliano has also negotiated hundreds of cross-jurisdictional policy and funding issues with leadership staff, authorizing committees, Senate staff and Administration officials in end-of-year spending bills as well as in the American Rescue Plan, Bipartisan Infrastructure Law, CHIPS and Science Act and Covid relief legislation.

Juliano previously served as a Clerk for the Subcommittee on Labor, Health and Human Services, Education and Related Agencies (LHHS). In this role, she managed the development of the annual $225 billion discretionary appropriations bill and explanatory report—the largest non-defense appropriations bill. She served as the primary contact on the subcommittee with senior officials at federal agencies, staff on additional congressional committees, members’ personal offices and key outside stakeholders. In addition, she led a team of analysts specializing in education, labor and related agencies in making recommendations to the subcommittee Chair, drafting legislation, holding hearings and performing other oversight functions.

In addition to working in the House of Representatives, Juliano also previously served as a Senior Policy Advisor in the Executive Office of the President’s National Economic Council, focusing on postsecondary education policy, minimum wage and paid leave. Before her time at the White House, she was a Professional Staff Member on the Senate Appropriations Committee, advising former full committee Chairpersons Daniel Inouye (D-HI) and Barbara Mikulski (D-MD) and LHHS subcommittee Chairman Tom Harkin (D-IA) on the Departments of Education and Labor budget and policy issues.

Juliano received her Master of Arts in Education Policy and Leadership from the University of Maryland and her Bachelor of Arts in U.S. History from Brown University.
