Washington, DC – Cornerstone Government Affairs announced Monday the addition of Jenny Neuscheler, Military Construction, Veterans Affairs, and Related Agencies Subcommittee Clerk for the House of Representatives Committee on Appropriations, to its federal government relations team effective July 8, 2024. With nearly a decade of experience serving on the House Appropriations Committee, Neuscheler will continue to strengthen the firm’s distinguished appropriations practice.

Neuscheler will join Cornerstone following her time as the Clerk on the House Committee on Appropriations, Military Construction, Veterans Affairs, and Related Agencies Subcommittee. In this role, she served as the lead expert and advisor on the appropriations process for the Department of Veterans Affairs and Department of Defense military construction programs and the funding of $154 billion in discretionary funds and $193 billion in direct spending respectively in fiscal year 2024. Neuscheler advised the full committee and subcommittee Chairs or Ranking Members on all aspects of the subcommittee’s program funding and oversight, including hearing preparation, bill and report drafting, subcommittee and full committee markups, floor consideration, conference negotiations and outreach strategies in a fast-paced, dynamic environment.
Prior to her role as Clerk, Neuscheler served as a Professional Staff Member on the Transportation, Housing and Urban Development, and Related Agencies Subcommittee, where she was responsible for the Department of Transportation Federal Highway Administration and Federal Transit Administration, as well as various Department of Housing and Urban Development programs, including HOME Investment Partnerships, Supportive Housing for the Elderly and Persons with Disabilities, Lead Hazard Control & Healthy Homes and Community Development Block Grants.
Neuscheler has also worked as a Professional Staff Member on the Military Construction, Veterans Affairs, and Related Agencies Subcommittee.

Neuscheler received her Master of Arts in Defense and Strategic Studies from the U.S. Naval War College, and her Bachelor of Arts in Communication from the University of Maryland, College Park, graduating Phi Beta Kappa.
