Morgan's Bio

Morgan Bodenarain joined Cornerstone in October 2026 and currently serves as Vice President. Morgan brings extensive experience navigating complex policy environments, building consensus among stakeholders and driving meaningful change.

Prior to Cornerstone, Morgan served as Policy Director and Counsel for the Congressional Black Caucus (CBC), where she led policy development and advocacy for the 61-member caucus across the White House, Senate and House of Representatives. In this role, she managed member priorities, coordinated with caucus chairs, convened policy briefings and built support for legislative initiatives among external stakeholders. During her tenure with the Caucus, Morgan helped publish the CBC’s first Corporate Accountability Report, led a seven-month Artificial Intelligence Policy Series to inform the CBC AI Policy Blueprint, and advanced the Congressional Black Caucus’ “Black Wealth Agenda” resolution.

Previously, Morgan served as Legal Advisor to Commissioner Geoffrey Starks at the Federal Communications Commission, advising on policies related to broadband equity, affordability and accessibility. She worked alongside key industry stakeholders to ensure access to critical mobile resources for domestic violence survivors, address the digital divide in underserved communities and re-build broadband infrastructure in Puerto Rico and U.S. Virgin Islands following hurricane damage.

Morgan also served as a Legislative Assistant to Rep. G. K. Butterfield (D-NC), managing his technology and telecommunications portfolio and supporting his work on the House Energy and Commerce Committee. Here, she helped advance the Data Mapping to Save Moms’ Lives Act through Congress and into law. Morgan began her career as a Law Clerk with the U.S. Senate Committee on Health, Education, Labor and Pensions.

She holds a Juris Doctor from George Washington University School of Law and is a member of the District of Columbia Bar.
