Devin previously served as Vice President of Government Relations at Utah State University (USU). In this role, he managed all government relations activities for the university, including development and implementation of federal and state legislative priorities. He also served as USU’s external liaison by developing and communicating strategies for its campuses, centers and offices throughout the state and oversaw USU’s Institute of Government and Politics.

Prior to USU, Devin served as Weber State University’s Executive Director of Government Relations and Executive Director of the Walker Institute of Politics and Public Service. In that role, he led university advocacy efforts with Utah’s federal delegation and the state Legislature.

Devin began his career in the office of U.S. Representative Rob Bishop (R-UT), where he served in various roles, including as Chief of Staff. Prior to becoming Chief, he was deputy chief counsel for the Natural Resources Committee in the House of Representatives.

A Cache Valley native, Devin attended USU, graduating cum laude with a bachelor’s in law and constitutional studies. He also holds a J.D. from George Mason University School of Law.
