Trevor's Bio

Trevor McGovern joined Cornerstone in June 2023 and serves as a Senior Associate, primarily focusing on providing grants consulting services to clients through the firm’s OpsWatch service.

Trevor previously worked in Governor Kathy Hochul’s administration with the New York State Office of Resilient Homes and Communities (RHC), where he served as a Policy and Strategy Analyst. In this role, he researched, analyzed and evaluated a range of federal disaster recovery funding and implementation issue areas. Trevor supported the statewide delivery of infrastructure, small business and workforce development related recovery and resiliency projects from New York State’s Community Development Block Grant-Disaster Recovery (CDBG-DR) funds. He identified grant funding resources for the agency and helped to implement the office’s transition from a disaster response unit to a permanent disaster recovery and climate resiliency office. Additionally, he supported Infrastructure Investment and Jobs Act and Inflation Reduction Act grant applications for the agency. Trevor has contributed to awarded grant applications with funding from the Environmental Protection Agency, Fish and Wildlife Foundation, National Oceanic and Atmospheric Administration and the Department of Defense. He has also contributed to applications for grants from the Department of Transportation.

Prior to this role, Trevor served as a Policy Intern at the New York Governor’s Office of Storm Recovery, where he reported on recent developments in Federal Register Notices from the Department of Housing and Urban Development and supported the drafting of the State’s Public Action Plan in response to Hurricane Ida. Trevor completed his master’s thesis with the New York City Economic Development Corporation and served on consulting teams with the New York City Housing Authority while in graduate school.

Trevor has received a master’s in public and urban policy from The New School and holds a bachelor’s degree in economics and political science from Fordham University.
