Robin's Bio

Robin Juliano joined Cornerstone in March of 2023 as a principal, after serving as clerk and staff director for the House Committee on Appropriations.

In this role, she was the principal advisor to the top Democrat on the Appropriations Committee  Representative Rosa DeLauro (D-CT) on all aspects of Committee business, including policy decisions, legislation, communications and outreach strategies. She managed the development of all 12 annual appropriations bills reaching every corner of the federal budget, as well as numerous supplemental spending bills, including those related to disaster assistance and Ukraine. Robin served as the lead staff negotiator for the House Democratic caucus with the Senate and Biden Administration, which included making recommendations and advising House Democratic leadership and staff, including the Speaker of the House and Majority Leader.

Prior to this role, Robin served as a clerk for the House Subcommittee on Labor, Health and Human Services, Education and Related Agencies. In this role, she managed the development of the largest non-defense appropriations bill. Robin served as the primary contact on the subcommittee with senior officials at federal agencies, staff on other committees, in members’ personal offices, as well as outside stakeholders. In addition, she led a team of analysts specializing in education, labor, and related agencies in making recommendations to the subcommittee Chair, drafting legislation, holding hearings and performing other oversight functions.

In addition to working in the House of Representatives, Robin also previously served as a senior policy advisor on the Executive Office of the President’s National Economic Council, focusing on postsecondary education policy, minimum wage and paid leave. Before her time at the White House, she was a professional staff member on the Senate Committee on Appropriations, advising full committee Chairpersons Daniel Inouye and Barbara Mikulski and Labor, Health and Human Services and Education subcommittee Chairman Tom Harkin on the Departments of Education and Labor budget and policy issues. Robin also served as a postsecondary education policy advisor on the Senate Health, Education, Labor and Pensions Committee under Chairmen Edward M. Kennedy and Tom Harkin.

Robin received her Master of Arts in education policy and leadership from the University of Maryland and her Bachelor of Arts in U.S. history from Brown University.
