Robin's Bio
Robin Juliano is a Principal at Cornerstone Government Affairs, where she manages a client portfolio spanning federal appropriations, higher education and non-profit sectors. She returned to Cornerstone in March 2026 after serving as Policy Director for House Democratic Whip Katherine Clark (D-MA), where she led a team of policy advisors and advised the Whip and caucus on all legislation moving through the House.Robin previously served as the Majority Staff Director of the House Committee on Appropriations, where she managed a 100-person team to pass annual appropriations bills for the 12 subcommittees, totaling $1.7 trillion, and served as the House Democratic Caucus’s lead staff negotiator with the Senate and the Biden Administration. In addition, Robin spearheaded the return of Community Project Funding and led numerous spending bills that provided support for Ukraine and assistance to communities recovering from natural disasters.
Prior to this role, Robin served as Staff Director for the House Subcommittee on Labor, Health and Human Services, Education and Related Agencies. In this role, she managed the development of the largest non-defense appropriations bill and was the primary contact on the subcommittee with senior officials at federal agencies, staff on other committees, in members’ personal offices, as well as outside stakeholders. Robin also served at the White House National Economic Council and on the Senate Appropriations and Health, Education, Labor and Pensions Committees.
Beyond her work on the hill and White House, Robin is a board member of Brown University’s Watson Institute for International and Public Affairs and a frequent speaker at Harvard Law School, Brown University and trade organizations. Robin received her Master of Arts in education policy and leadership from the University of Maryland, and her Bachelor of Arts in U.S. history from Brown University.
