Ashley's Bio

Ashley Palmer is a seasoned legislative professional with more than a decade and a half of expertise in appropriations and health policy. She most recently served as a Professional Staff Member on the U.S. Senate Committee on Appropriations, within the Labor, Health and Human Services, Education, and Related Agencies Subcommittee.

During her tenure on the Labor-HHS Subcommittee, Ashley was responsible for developing appropriations legislation, crafting report language, and preparing press materials and hearing documentation for key agencies within the Department of Health and Human Services (HHS). This included overseeing more than $33 billion in annual discretionary funding for HHS agencies and vital programs at the Health Resources and Services Administration, the Centers for Disease Control and Prevention, the Substance Abuse and Mental Health Services Administration, the Administration for Strategic Preparedness and Response, and the Centers for Medicare and Medicaid Services.

Before her work in the Senate, Ashley served as Deputy Assistant Secretary for Congressional Relations at the U.S. Department of Health and Human Services. In this capacity, she led the congressional relations team for appropriations and budget matters, managing efforts for hearing preparation, technical assistance, briefings, and public affairs. She also collaborated closely with the Office of the Secretary to shape the department’s budget and appropriations strategy.

Additionally, Ashley held the roles of Senior Policy Advisor on the House Committee on Budget and Assistant to the Speaker, where she contributed to key legislative initiatives.

Ashley earned her Bachelor of Arts in Political Science and Spanish from Florida Southern College and a Master of Arts in Professional Studies from George Washington University.
