Cornerstone Adds Tiffany Harvey and Patrick Hogan to Annapolis Team

(Annapolis, MD) – Cornerstone Government Affairs announced today the addition of former Vice President of Government and Regulatory Affairs at Comcast Tiffany Harvey, Esq. and former Vice Chancellor for Government Relations at the University System of Maryland Patrick Hogan as Principals to the firm. Harvey and Hogan together possess more than four decades of government relations experience throughout the state of Maryland and will help advise clients throughout the Mid-Atlantic region, including Maryland, Delaware and D.C.

As Comcast’s Vice President of Government and Regulatory Affairs for Maryland and Delaware since 2021, Harvey handled all legislative matters for the company and NBCUniversal before the Maryland General Assembly and Delaware General Assembly. She also worked with trade associations and various stakeholders to build consensus around industry-relevant issues, propose legislation and prepare written and oral testimony for bill hearings.

Previously, Harvey served as the Director of State and Government Affairs for Verizon, handling legislative matters before the Maryland General Assembly. Prior to that, she served as Chief Counsel for Legislative Affairs in the Office of the County Executive for Prince George’s County in Largo, Maryland, and in the Maryland Office of the Attorney General.

Hogan joins Cornerstone after serving as the Vice Chancellor for Government Relations at the University System of Maryland (USM) since 2015, where he acted as the chief adviser to the USM Chancellor and Board of Regents on government relations policies and strategies at the federal level. In addition, he chaired the USM’s State Relations Council, comprising government relations officers from the system’s 12 institutions. During his time in this role, Hogan helped increase USM state operating budget appropriation by $850 million in eight years, including the recent additions of $34 million for a workforce development initiative and $20 million for student financial aid.

Prior to joining the USM, he served as Deputy Legislative Officer for Maryland’s Office of the Governor, advising the Governor on strategy, policy and government oversight, such as environmental issues related to pollution reduction in Maryland waterways and stormwater management tax mandates. Previously, Hogan served in the Maryland House of Delegates from 2003-2007 and again from 2011-2015. Between his two legislative terms, he acted as Director of Development for the YMCA of Frederick County.
