Budget & Appropriations

Providing strategic advice and practical assistance to create opportunities and develop solutions for today's budget and appropriations challenges.

Cornerstone Government Affairs has assembled one of the most experienced teams in Washington, D.C., on budget, appropriations and procurement issues. In fact, it’s often the main reason why organizations, coalitions, small businesses and corporations hire us. Collectively, our bipartisan team has over 75 years of experience as professional staff on the House and Senate Appropriations Committee, with particular expertise in Health, Agriculture, Homeland Security, International Affairs, Defense, Interior, Transportation, Education and Energy. This experience is more important now than ever. Unlike many pending legislative issues, completion of annual appropriations bills remains an inevitability, and thus presents a wide range of opportunity to advance the interests of our clients.

Members of our team maintain working relationships at all levels of the legislative and executive branches and have a complete understanding of the nuances of the budget and appropriations processes. Our professionals have served as staff directors and trusted advisors to full and subcommittee chairmen and ranking members, and continue to interact with them on issues, floor strategy and politics. This translates to a unique ability to frame, position, and adapt client priorities to the new realities of the budget and appropriations cycle, including the budget reconciliation process. We employ every tool at our disposal: drafting bill and report language, using hearings to elevate client priorities, deciphering committee reports, developing compelling justifications, identifying and securing support from Members and working cooperatively with federal agencies to secure support. Because of our experience, we know not only how and when to effectively access key decision makers, but how to anticipate potential roadblocks and navigate around them on behalf of our clients.

Another benefit of our experience is our strong and continued working relationships with the staff at federal agencies and departments. We understand the procurement and grant-making processes of the federal government, and we know how to identify funding opportunities that match client capabilities, such as competitive and non-competitive grants, procurements, program funding and loan guarantees. If there is a potential source of federal funding, we put our clients in the best possible position to secure it.
