Biomass Crop Assistance Program
Cornerstone was engaged by a national trade association to combat the implementation of the Biomass Crop Assistance Program (BCAP) as outlined in a rule proposed by the US Department of Agriculture (USDA). Cornerstone worked with our client on a sustained effort to convince policy makers at USDA, the White House Office of Management and Budget, and in the Congress that the proposed rule discriminated in several important respects against the wood products industry. This effort was successful in modifying the final rule to address the concerns of our client and its members. In addition, the heightened profile of the program’s shortcomings led to significant reductions in the program’s funding level for fiscal year 2011. The House Appropriations Committee has proposed to zero out the program entirely in the pending Fiscal Year 2012 Agriculture Appropriations bill.
